Elvira joined IDEA in 2014 as member of the Supervisory Board; in November 2016, she became Executive Director of the Central Asian office. She has six years of experience working with youth organizations and programs, including Soros Foundation Kyrgyzstan and local non-profit organizations. Elvira has worked in OSCE Centre in Bishkek as a Political Assistant and Junior Public Officer in Ministry of Foreign Affairs of the Kyrgyz Republic.
She has been actively engaged in local debate community since 2009. Elvira has trained university and school students in different languages, organized international and local debate tournaments and coordinated several debate clubs.
Elvira has a Master’s degree in Political Science and Security (Central Asia) from the OSCE Academy in Bishkek, and a Bachelor’s degree in International Relations. She has extensive knowledge on the political, socio-economic context of Central Asian region, human rights, project management and youth issues. Elvira is a former OSCE Youth Ambassador and the Speaker of the Kyrgyz Youth Parliament.
